DENR-EMB nangakong susubaybayan kung sumusunod ang LGUs sa solid waste management plans

Nangako ang Environmental Management Bureau (EMB) ng Department of Environment and Natural Resources (DENR) na susubaybayan nila ang lahat ng Local Government Units (LGUs) kung sumusunod ba ang mga ito sa implementasyon ng solid waste management plans bilang pagsunod sa Republic Act (RA) 9003 o ang Ecological Solid Waste Management Act of 2000.

“Solid waste management remains the top priority of the DENR. Amidst the ongoing pandemic, we will be vigorously overseeing the solid waste management compliance of LGUs, leveraging on our people and technology,” saad ni DENR Secretary Roy A. Cimatu.

             “Our work goes beyond approving the 10-year solid waste management plans of LGUs. We aim to see the effective enforcement of these plans and ultimately ensure a clean and healthy environment,” sabi naman ni DENR Undersecretary for Solid Waste Management and LGUs Concerns Benny D. Antiporda.

            Ayon naman kay DENR-EMB Director William P. Cuñado sa ginanap na virtual 3Rs (Reduce, Reuse, Recycle) webinar noong Enero 14 na ang EMB ay patuloy na magmamanman sa iba’t-ibang solid waste management strategies ng mga LGUs na nakalagay sa kanilang ten-year solid waste management plans.

            “We will strictly monitor the commitments of the LGUs with the primary emphasis on their waste avoidance, waste recovery, composting and recycling as well as the management of the COVID-19 related wastes, their proper treatment and proper disposal in the sanitary landfills,” paliwanag ni Cuñado.

            Ang pagsumite ng 10-year solid waste management plan ay isang mandato na ibinibigay sa LGUs sa bisa ng RA 9003 para sa maayos na pamamahala ng solid waste at ang pagpapatupad ng reuse, recycle at compost ng mga basura na nalikha ng mga lungsod at munisipalidad sa buong bansa.

            Noong Disyembre 7, 2021 ay umabot na sa 1,171 solid waste management plans ang naaprubahan at kasalukuyan na itong iniimplementa.

            Sa kasalukuyan, ang SWM plans ng bawat LGUs ay mahigpit na binabantayan ng EMB regional offices.

            Sinabi ni Cuñado na kasalukuyang isinasaayos ng EMB ang kanilang Integrated Information System o IIS kung saan agad ditong ilalagay sa system ang reports ng data, statistics at inspection reports para sa mas mabilis na tugon.

            “We will create accounts for the local government units to register in the EMB System. Eventually, if there are some mismanagements, a letter of advice will be sent to the concerned LGU to comply,” aniya.

Dagdag pa nito: “We will strictly monitor the environmental compliance of the 245 operational sanitary landfills servicing 478 LGUs in the country and we will implement programs to help expand the number of sanitary landfills where our LGUs can properly dispose their wastes in a healthy and environmentally-sound manner.”

Mahigpit na ipinagbabawal ng RA 9003 ang pagkakaroon ng open dump sites at sa halip ay ang sanitary landfills ang dapat na tapunan ng solid at residual wastes ng munisipalidad o lungsod o cluster ng munisipalidad at lungsod.

Sinabi pa ng EMB Director na inatasan na nila ang ilang Environmental Monitoring and Enforcement Officers na mag-disenyo ng sanitary landfills para sa LGUs at limang structure design kada rehiyon upang tulungan ang LGUs na interesadong magkaroon o magtayo ng sanitary landfill.

Aniya, malaking kabawasan sa gastos ng LGUs ang structure designing ng sanitary landfills kung saan ay maaari silang gumastos dito ng milyon kapag ipinagawa sa ibang providers.

Ayon pa kay Cuñado, mahigpit na babantayan ng EMB ang 335 na ipinasarang dumpsites upang matiyak na susunod ang mga LGUs sa tamang rehabilitasyon upang maiwasan ang negatibong epekto nito sa kapaligiran. ###
