Philippine Space Agency and Central Bank Partner to Use Space Data for Financial Stability

The Philippine Space Agency (PhilSA) and the Bangko Sentral ng Pilipinas (BSP) have signed a Memorandum of Agreement (MOA) to leverage space technology and data in enhancing the country’s economic and financial resilience. The agreement, signed on January 27, aims to integrate space-derived information into the central bank’s policy-making and risk assessment frameworks.

The partnership will support BSP’s core mandates in monetary policy and financial supervision by applying satellite data and geospatial tools. These technologies will help assess climate and environmental risks, evaluate disaster impacts, and monitor socio-economic factors, thereby strengthening the Philippines’ financial stability and ability to anticipate climate-related economic disruptions.

Under the MOA, the two agencies will collaborate on developing data systems and methods to turn geospatial, climate, environmental, and socio-economic information into actionable financial intelligence. They will also conduct joint research and capacity-building programs to train BSP personnel in using satellite data for financial risk assessment and policy analysis. This builds upon an introductory workshop on Geographic Information Systems and Remote Sensing jointly held by the agencies in April 2025.

PhilSA Director General Gay Jane P. Perez emphasized the shared goal of stability between space science and finance. “Understanding climate and environment-related risks depends on access to consistent, objective, and forward-looking information. This is where space science and technology can add value,” she stated.

BSP Assistant Governor Pia Bernadette R. Tayag highlighted the practical applications of the partnership. “Space-derived observations can show where hazards are emerging, which areas are most affected, and where economic impacts may be concentrated. This supports a clear view of physical risk exposures for timelier decisions,” she explained.

The signing was attended by PhilSA Deputy Director General for Space Operations, Infrastructure and Industry Denis F. Villorente and BSP Sustainability Office Director Ellen Joyce L. Suficiencia.

PhilSA, created under Republic Act No. 11363 in 2019, is the national agency responsible for the country’s space program. The BSP, established under the New Central Bank Act of 1993, serves as the central monetary authority of the Philippines.#
