House of Representatives Emerges as Top-Rated Branch in Latest Tangere Survey

The House of Representatives, under the leadership of Speaker Martin Romualdez, has emerged as the highest-rated branch of the Philippine government, according to a recent survey by Tangere. The House received a satisfaction rating of 55.5%, credited largely to its strong backing for the AKAP program’s funding in the national budget.

In contrast, the Senate — the other half of the legislative branch — garnered a lower satisfaction rating of 44.74%. Ongoing internal disputes, including tensions related to the midterm elections between Senate President Chiz Escudero and Senator Imee Marcos, contributed to the chamber’s weaker performance.

Executive Branch Performance

The Executive Branch as a whole, including the Office of the President and the Cabinet, earned a satisfaction rating of 49.41%. Among Cabinet officials, DSWD Secretary Rex Gatchalian (59%), DepEd Secretary Sonny Angara (58%), and DOTr Secretary Vince Dizon (57%) posted the highest individual approval ratings within the Marcos administration.

Meanwhile, the Office of the Vice President, led by Vice President Sara Duterte — who is currently facing impeachment proceedings in the Senate — registered the lowest satisfaction rating in the Executive Branch at 43.50%.

Judiciary and Independent Bodies

Although the Supreme Court remains the least known among the branches, it achieved a satisfaction rating of 45.5% among those aware of its activities, under the leadership of Chief Justice Alexander Gesmundo.

Among independent constitutional commissions, the Commission on Elections (COMELEC), chaired by George Garcia, ranked highest. The upcoming midterm elections boosted COMELEC’s public awareness to 85%, along with a satisfaction rating of 51.5%.

The non-commissioned survey evaluating the performance of the different branches of the Philippine Government was conducted by Tangere on April 21–22, 2025. Utilizing a mobile-based respondent application, the study gathered responses from 2,400 participants through Stratified Random Sampling (Quota Based Sampling). The survey has a margin of error of ±1.96% at a 95% confidence level.

The geographic distribution of respondents was carefully proportioned: 12% from the National Capital Region (NCR), 23% from Northern Luzon, 22% from Southern Luzon, 20% from the Visayas, and 23% from Mindanao.
