Deputy Administrator Sulaik: The Seasoned Irrigation Expert

NIA Central Office – Engr. C’zar M. Sulaik took his Oath of Office as Deputy Administrator of the National Irrigation Administration (NIA) before Supreme Court Associate Justice Jhosep Y. Lopez after being appointed by President Ferdinand “Bongbong” Romualdez Marcos, Jr. on August 9, 2022 at the Conference Room of the Deputy Administrator for Engineering and Operations (DAEO) Sector, 3rd Floor, DCIEC Building.

Having served NIA for almost 30 years, Deputy Administrator Sulaik is a seasoned irrigation expert.  He rose from the ranks until he held various key positions in NIA regional and project management offices. In 2017, he was appointed as Deputy Administrator for Engineering and Operations Sector by former President Rodrigo Roa Duterte.  He was part of the NIA Top Management headed by then Administrator Ricardo R. Visaya.  As DAEO, he assisted Administrator Visaya in initiating, implementing, and overseeing NIA’s programs, projects, and activities.

The institutional knowledge and management expertise of Deputy Administrator Sulaik in the fields of irrigation management, agriculture, water resource management, engineering, and project management have proven helpful in explaining technical matters into comprehensible and practical insights during regular inter-agency meetings with International Organizations, Non-Governmental Organizations, National Government, and Oversight Agencies. Although coordination takes time, Deputy Administrator Sulaik adheres to the observance of this process and serves as an advocate of transparency and accountability in public service.

Without a doubt, the numerous accomplishments, vast technical knowledge, and management expertise of Deputy Administrator Sulaik will continue to lead NIA towards the realization of its vision, mission, goals, and objectives.
