WALANG RAFFLE NA NAGANAP SA TADECO-DAR

NILINAW ng Department of Agrarian Reform (DAR) na hindi sila nagsasagawa ng panibagong “raffle” sa Hacienda Luisita.

 

Ayon kay Assistant Secretary Justin Vincent La Chica, maaaring naguguluhan o nalilito ang ilang grupo ng magsasaka sa inilabas na listahan ng Department of Agrarian Reform Provincial Office (DARPO) Tarlac nitong Disyembre 29 na preliminary list ng Agrarian Reform Beneficiaries (ARBs) ng 358 ektaryang lups ng Tarlac Development Corporation Landholding.

 

Ang nasabing parte o bahagi ng lupa ng Hacienda Luisita sa Barangay Balete at Cut-cut ng Lungsod ng Tarlac ay bahagi lamang ng mahigit sa 300 ektarya ng Tarlac Development Corporation Landholding at hindi kasama sa nadesisyunan ng Korte Suprema na inilabas noong taong 2011.

 

Matatandaan na noong Disyembre 17, 2013 ang DARPO TArlac ay naglabas ng Notice of Coverage sa TADECO bilang pasimula ng “process of coverage” sa nasabing landholding. Dahilan ditto, nagsampa ng pagtutuol o protesta ang TADECO.

 

Bunsod ng Notice of Coverage, kinilala nito ang mga ARBs at inilabas nga nitong Disyembre 29, 2015 sa listahan nasa 1,717 ang “potential ARBs”.

 

Sa ilalim ng batas at alituntunin ng DAR maari nang ituloy ang “acquisition and distribution process” kasabay ng pagkansela ng titulo ng may-ari.

 

Samantala, ang deposito ng “just compensation” ng may-ari ng lupa ay nakasalalay sa resolusyon ng protesta ng “coverage”.

 

Ipinapaalam din sa publiko na hanggang Pebrero 4, 2016 na lamang ang pagkakataon ng magsasaka na pumunta at ipaalam sa DAR kung may mga pangalang nakaligtaan.

 

Sa mga nakalista naman ay hinihiling na magsumite ng papeles upang patunayan na sila ay kuwalipikado.

“The determination of the qualification of beneficiaries follows a process. In the same manner as what this Department did in establishing who are qualified beneficiaries in the greater portion of Hacienda Luisita that was subject of the Supreme Court decision, and in other landholdings we have covered nationwide, we take pains to ensure that we come up with a proper list.” patuloy na paliwanag ni ASEC La Chica.

 

Sa kasalukuyan, dinidinig ang protesta na isinampa ng TADECO subalit sa kabila ng patawag ay nabigo naming dumalo ang grupo ng AMBALA sa lahat ng patawag ng pagdinig. (Cathy Cruz)
