CONGRESS ASKED TO ENACT LAW BANNING NUISANCE CANDIDATES

Nuisance candidates should not be allowed to run.

Quezon City Councilor Godofredo Liban II, of the 2nd district, has strongly recommended to Congress the enactment of a law that will prohibit habitual nuisance candidates from filing their certificate of candidacy every election.

Liban said that there is no law banning nuisance candidates from filing their certificate of candidacy even when it is obvious that they do not have the capacity, financial resources, organizational network and other means necessary to be able to seriously conduct a nationwide campaign to win the election.

The councilor said that the filing of certificates of candidacy of these nuisance candidates is a big drain on the financial and other resources of the Commission on Elections (Comelec) and constitutes an additional burden in looking into and attending to said candidates.

Congress should also include in the bill the penalties necessary to stop or discourage the filing of nuisance certificates of candidacy.

Liban said that some candidates were also used or fielded by other candidates, most specially with same surnames, to confuse the voters in choosing their preferred candidates. -30- Divine/ Maureen Quinones, PAISO
