ENGINEER-PUSHER ARRESTED IN QUIRINO

An assistant municipal engineer was apprehended by combined anti-narcotics agents of the Philippine Drug Enforcement Agency (PDEA) and the Philippine National Police (PNP) during a buy-bust operation in Maddela, Quirino on June 4, 2015.

PDEA Director General Undersecretary Arturo G. Cacdac Jr. identified the suspect as Vicente Malubay y Manuel, 55 years old, married, an assistant municipal engineer of Nagtipunan, Quirino and a resident of Lusod, Maddela, Quirino.

At around 4:50 pm, combined operatives of PDEA Regional Office 2 (PDEA RO2) under Director Juvenal B.  Azurin, Quirino Criminal Investigation Detection Group (CIDG), Quirino Provincial Police Office, Quirino Philippine Public Safety Company and Maddela Police Station conducted a buy-bust operation in Bry. Villa Sur, Maddela, Quirino that led to the arrest of Malubay after he agreed to sell one piece of heat-sealed transparent plastic sachet of suspected shabu to a PDEA agent who acted as poseur-buyer.

Seized from Malubay were one Nokia cellular phone, two pieces of heat-sealed transparent plastic sachets of suspected shabu weighing 2.5 grams, one black wallet containing several identification cards and the buy-bust money used during the operation.

Malubay will be facing charges for violation of Section 5 (Sale of Dangerous Drugs) and Section 11 (Possession of Dangerous Drugs), Article II of RA 9165 or The Comprehensive Dangerous Drugs Act of 2002.

On June 4, 2015, at around 5:20 am, joint operatives of PDEA Cordillera Administrative Region (PDEA CAR) with the direct supervision of Director Ronald Allan DG Ricardo, Criminal Investigation Detection Group (CIDG), North Central Luzon Criminal Detection Unit, Regional Anti-Illegal Drugs Special Operations Task Group conducted a buy-bust operation in Brgy. Dizon Subdivision, Baguio City that resulted to the arrest of Zelnor Anne Ocampo y Dominguez, 37, of #7 Maya Street, Brgy. Dizon Subdivision, Baguio City; and Abraham Ampal y Miller, 40, a resident of #26 Lower Quirino Hill, Baguio City.

Confiscated from the suspects were six pieces of transparent plastic sachets containing suspected shabu, one self-sealing transparent plastic containing plastic spoon and shabu residue, two improvised tooters, one butane gas tank, one SKK mobile phone, one LG cellular phone, one NTT Docomo mobile phone and the buy-bust money used during
the operation.

Ocampo and Ampal are presently detained at the Baguio City jail, while cases for violation of Section 5, 11 and 12 (Possession of Equipment and Other Drug Paraphernalia for Dangerous Drugs), Article II of RA 9165 are now being filed in court against them. (Mr. Glenn J.
