PDEA EXCEEDS PERFORMANCE TARGETS THREE YEARS IN A ROW

In three consecutive years, the Philippine Drug Enforcement Agency (PDEA) has accomplished its overall targets and commitments based on the performance scorecard of the Department of Budget and Management (DBM).

PDEA Director General Undersecretary Arturo G. Cacdac, Jr. said that alongside the recognition, PDEA is also entitled to the granting of across-the-board bonus in the form of the existing Productivity Enhancement Incentive (PEI) consisting of a month’s salary and an annual top-up bonus known as Performance Based Bonus (PBB), an incentive given to employees of government organizations upon accomplishment of their performance targets for 2014.

“Since 2012, PDEA has received the PBB every succeeding year and the distinction of being the first to receive among the operations group under DBM Bureau D, besting 15 other government institutions,” Cacdac said

Under Executive Order 80 issued by President Benigno Aquino III on July 20, 2012 directed the adoption of the Performance-Based Incentive System, or PBIS for government employees and entitlement of the granting of PEI and the PBB. The PBIS is based on the belief that service delivery by the bureaucracy can be improved by linking personnel incentives to the agency’s performance and recognizing and rewarding exemplary performance to foster teamwork and meritocracy.

PDEA has met the following strategic performance indicators and targets for the years 2012, 2013 and 2014:

a.    PDEA has achieved at least 90 percent of its performance targets for the delivery of Major Final Output (MFOs), Support to Operations (STO) and General Administration and Support Services (GASS) during the period. The agency has met and even surpassed three performance targets in the dangerous drugs supply reduction and suppression services namely: the number of high-value targets (HVTs) arrested vs. total number of arrested drug personalities per semester; percentage of high-impact operations (HIOs) successfully conducted vs. total number of anti-drug operations conducted per semester; and average
percentage of drug-related information and reports acted upon within one hour;

b. Under the STO, PDEA has successfully met the significant indicators and captured the dimensions of quality and timeliness of services such as percentage of other law enforcement units that rated the agency’s coordination services as satisfactory; and the average percentage of PDEA regulatory licenses and permits application approved within 30 minutes; and

c. PDEA has consistently achieved 100 percent its performance indicators related to GASS namely, Budget Utilization Rate and Submission to COA of financial statements and all reports and documents within the mandated time as prescribed by law.

The agency was also evaluated and, in turn, successfully complied with good governance conditions set forth by the DBM based on the performance drivers of financial stewardship, process efficiency and leadership, learning and growth.

“For three years running, the distinction is no doubt a performance milestone for PDEA. These achievements will encourage the agency to do better in the delivery of citizen-focused services under its mandate,” Cacdac said. (Mr. Glenn J. Malapad, OIC, Public Information Office, PDEA)
