The Department of Foreign Affairs (DFA) has officially named Deputy Assistant Secretary Rogelio E. Villanueva Jr. as its new Spokesperson for Maritime Affairs, underscoring the government’s renewed emphasis on diplomacy as the primary instrument in advancing the Philippines’ maritime and territorial interests.
In his first appearance before the DFA Press Corps, Villanueva conveyed the agency’s firm commitment to responsible, principled, and state-to-state engagement—particularly with China—while resolutely safeguarding the country’s sovereignty, sovereign rights, and jurisdiction in its maritime domain.
Villanueva read the DFA’s official statement reaffirming President Ferdinand R. Marcos Jr.’s directive to strengthen the DFA’s central role in foreign policy and maritime diplomacy. The department stressed that while defensive capabilities and transparency remain vital, diplomacy remains indispensable in securing long-term strategic outcomes, especially amid continuing maritime challenges in the West Philippine Sea. The DFA highlighted its consistent leadership in upholding Philippine maritime claims, citing efforts such as promoting the 2016 South China Sea Arbitral Award, filing diplomatic protests against illegal maritime activities, and issuing firm statements at international fora against violations of international law.
Under the guidance of President Marcos Jr., described as the “Chief Architect of Foreign Policy,” and the leadership of DFA Secretary Maria Teresa Lázaro, the department said it will pursue its mandate “patiently, resolutely, and without fanfare,” recognizing that meaningful and lasting solutions are achieved through sustained negotiation over time. The DFA also expressed readiness to support other government agencies, provided their initiatives are credible, coherent, disciplined, and aligned with the national interest.
Villanueva brings extensive maritime, security, and diplomatic experience to his new role. A graduate of the Philippine Military Academy, he holds a master’s degree in Maritime Administration from the World Maritime University and previously served in both the Philippine Navy and the Philippine Coast Guard. His DFA career includes assignments at the Office of the Undersecretary for Special and Ocean Concerns, leadership roles at the Maritime and Ocean Affairs Office (MOAO), and overseas postings at the Philippine Consulates General in Vancouver and Frankfurt, where he most recently served as Deputy Consul General.
With Villanueva’s appointment, the DFA signals continuity and discipline in its maritime policy messaging, reinforcing diplomacy as the cornerstone of the Philippines’ approach to complex regional maritime disputes.#
