SWP labels the statements made by the COA commissioner regarding the PhilHealth fund transfer in the Supreme Court as “Conflict of Interest.”

The citizens group Social Watch Philippines (SWP) raised serious queries about COA Ad Interim Commissioner Douglas Mallillin’s involvement in the Supreme Court’s hearing regarding the allegedly illegal transfer of 89.9 billion from PhilHealth to the Bureau of Treasure’s account.

Social Watch Philippines (SWP) condemned this action as being offensive to COA’s efforts to remain free from the various agencies it is tasked to oversee at PhilHealth or more so at the Department of Finance (DOF). The group seemed to have issues with Atty. Solomon M. Hermosura of the Office of Government Corporate Counsel (OGCC) who presented in court Mallillin’s purported evidence which is clearly evidence of Partisan Vandalism on PhilHealth funds. That term of evidence was submitted in support of the DOF in the ongoing court proceedings on the Fund Transfer’s legality.

He argued that under the UHC Act the government is required to pay premiums on behalf of those who cannot afford with slight additional funds from the Congress. This public statement of his made several people furious. SWP believes that this additionally supports GOCC’s financial vultures to further their reach within under-supplied and over-stressed government agencies.

SWP denounced the need for the DOF’s secretary Ralph Recto’s political medley and suggested for COA to be kept from DOF’s nonsensical influence. The group further disclosed that Mallillin was a wedding officiant.#
