According to the results of Tangere’s most recent 2025 Pre-Election Party-List Preferential Survey, ACT-CIS saw a 5% drop in voter support for February 2025. Over the last two months, a cumulative decline of more than 10% has been recorded. Despite the decline, ACT-CIS is still expected to secure two (2) seats in Congress with a 4.50% voter preference. A specific set of circumstances can be attributed to the decline, led by the Citizenship Issue currently being faced by current ACT-CIS representative Erwin Tulfo.
Leading the survey for February 2025 will be the 4Ps Party-list, led by House Minority Leader Marcelino Libanan, garnered an 8.25% voter preference, relying on support from lower-income class voters.
Following closely are the four (4) Party-Lists that are estimated to have two (2) seats in Congress, namely:
o Duterte Youth Party-List – 5.08%. The highest recorded increase for the period of February 2025. This can be attributed to the rising support for the embattled former president.
o Tingog Partylist – 4.33%
o Ako Bicol Party list (Ako Bicol Political Party) – 4.25%
o Agimat – 3.50%
Forty One (41) other party lists are anticipated to have one (1) seat each including incumbent party-list and some notable new-comers:
o incumbent party-lists led by the following:
-Ang Probinsyano – 3.00%
-Senior Citizens – 2.67%
-Malasakit@Bayanihan – 2.50%
-Bayan Muna – 2.50%
-Gabriela – 2.00%
-1Pacman – 2.00%
o Six (6) notable new-comers:
-FPJ Panday Bayanihan (FPJPB) Party list with Brian Poe Llamanzares as the first representative – 3.25% voter preference. An increase of almost 100% was noted in their voter preference. This is driven by strong support from Region 1 and 3.
-Murang Kuryente Party-List – 1.68% leveraging on the public need for lower cost on basic commodities and utilities.
-Solid North Party-List – 1.68% voter preference driven by voters from Ilocos Region. The increase in their voter preference can be also attributed to the proposed solution to increase employment rate in the country by improving tourism in the northern part of the Philippines.
-Ang Bumbero ng Pilipinas –(ABP) Party-List – 1.68% voter preference – Driven by voters from District 2 and 4 of Metro Manila. Increase in voter preference is driven by a strong Social Media performance and on the ground campaigns to help bring awareness to the need of one of the marginalized sectors in the country, Firefighters nationwide and their support channels.
-Partido sa Bagong Pilipino (PBP) Party list led by first representative Former COMELEC Commissioner Atty. Goyo Larrazabal– 1.52% voter preference driven by voters from CARAGA region and Eastern Visayas region. The solution the party-list provides for the need for improved health care in rural areas and remote barangays can be attributed to the increase.
-Batang Quiapo Party-List (Sulong Mga Batang Quaipo) – 1.37% voter preference. Strong support is noted in the First and Third District of Metro Manila. The increase in the voter preference can be attributed for their support of marginalized sectors in the country, particularly the rights of market vendors.
National Issues to be Addressed:
Party-list groups should focus on the following key advocacy areas, namely – Labor and Employment, Health and Wellness, Support of Marginalized Sectors, and Good Governance, such as, but not limited to the the following:
• Lowering of prices of basic goods and commodities (79.71%);
• Fighting corruption in government (76.19%);
• Improvement of health care services in public hospitals (75.51%);
• Higher employment rate (75.45%);
• Improvement of health care in rural areas (74.60%);
• Increase of minimum wage (73.75%); and
• Improvement of rights of women and children (73.02%).
The survey, conducted last February 11-14, 2025, was administered via a mobile-based respondent application with a sample size of 2,400 participants (+/- 1.96% Margin of Error at a 95% Confidence Level) using a Stratified Random Sampling method (Quota Based Sampling). The proportion was spread throughout the Philippines with 12 percent from NCR, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.
