ACT-CIS Representative Erwin Tulfo, achieved high voter preference across all categories – areas, age
groups, and socio-economic classes in the latest 2025 Pre-Election Senatorial Preferential Survey of
Tangere. Cong. Erwin Tulfo received significantly lower voter preference among upper and middle income
classes compared to voters belonging to lower income class.
Voters from Southern Luzon, Northern Luzon, and Central Luzon were the primary drivers
of the increase in the voter preference of both Sen. Pia Cayetano and Sen. Bong Revilla; and the increase in the voter preference of Former Ilocos Sur were driven by voters from NCR, Northern Luzon, and Central Luzon. The former senator received significantly lower voter preference among voters from Visayas and Mindanao, are significant gains for Senators Pia Cayetano and Sen. Bong Revilla, including the Former Ilocos Sur Governor Chavit Singson.
Top 12 for December 2024 are statistically tied at 2nd to 4th place are Media Executive Ben ‘Bitag’ Tulfo (51.00%) leveraging on the strong support of voters from Visayas, Former Sen. Tito Sotto (50.50%) who received strong voter preference in Northern Luzon and Central Luzon, and Sen. Bong Go (49.50%) with strong voter preference from Mindanao.
Statistically tied at 5th to 7th place with Sen. Pia Cayetano are Former Sen. Manny Pacquaio (42.00%), Former Sen. Ping Lacson (41.54%).
Statistically tied at 8th to 9th place with Sen. Revilla will be former DILG Secretary Benhur Abalos driven by voters belonging to upper and middle income classes. Nine candidates are statistically tied at 10th to 18th place led by four incumbent senators:
o Sen. Lito Lapid (32.17%);
o Makati Mayor Abby Binay (31.96%);
o Sen. Francis Tolentino (31.08%);
o Sen. Bato Dela Rosa (30.92%);
o Sen. Imee Marcos (30.83%);
o Former Sen. Bam Aquino (30.75%);
o Former Sen. Kiko Pangilinan (30.63%);
o Comedian Willie Revillame (30.42%);
o And Social Media Personality Doc Willie Ong (30.21%).
The survey, conducted last December 10-13, 2024, was administered via a mobile-based respondent
application with a sample size of 2,400 participants (+/- 1.96% Margin of Error at a 95% Confidence Level)
using a Stratified Random Sampling method (Quota Based Sampling). The proportion was spread
throughout the Philippines with 12 percent from NCR, 23 percent from Northern Luzon, 22 percent from
Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.
