The Department of Science and Technology (DOST) inaugurated the 2025 Regional Science, Technology, and Innovation Week (RSTW) in Central Luzon on November 12, highlighting initiatives that are making science a tangible force for development in local communities.

Held at the Malolos Sports and Convention Centre, the event, themed “Siyensya, Teknolohiya, at Inobasyon: Kabalikat sa Matatag, Maginhawa, at Panatag na Kinabukasan,” underscores the department’s mission to translate laboratory research into practical solutions. DOST Secretary Renato Solidum Jr. announced the Philippines’ significant rise in the Global Innovation Index, breaking into the Top 50 at 50th place, which he cited as evidence of the nation’s growing strength in science and technology.

Key Initiatives and National Milestones

Secretary Solidum detailed several national programs bolstering the innovation landscape. A major initiative is the upcoming Virology and Vaccine Institute of the Philippines (VIP) in New Clark City, Pampanga, established by the VIP Act to strengthen national health security. He also highlighted the newly enacted Expanded Philippine Science High School System Act, which will build more campuses to widen access to STEM education.

Further strengthening the local innovation ecosystem, DOST will launch the Central Luzon Innovation Hub (iHub) on November 13 at its regional office in San Fernando, Pampanga. This collaborative space will provide startups, students, and entrepreneurs with training, mentorship, and research support.

Empowering Local Businesses and Building Smarter Cities

On the ground, DOST programs are directly impacting Central Luzon’s economy. Through the Small Enterprise Technology Upgrading Program (SETUP), companies like Asia Ceramics Corporation in Pampanga have modernized operations with energy-efficient systems, while BauerTek Farmaceutical Technologies in Guiguinto, Bulacan, has gained international recognition for its improved herbal product lines.

Under the Smart and Sustainable Communities Program, DOST Region III is integrating technology into city management. DOST Undersecretary Sancho A. Mabborang reported that AI-enabled CCTV cameras in San Fernando, Pampanga, now monitor traffic in real-time, and a solar power system at a waste facility in Malolos City is reducing costs and carbon emissions. The DOST is also assisting the cities of Malolos, Balanga, Olongapo, and Dingalan with smart city assessments and planning.

DOST officials, including Secretary Solidum and Undersecretary Mabborang, concluded that the strategic application of science and technology is crucial for building a resilient, prosperous, and globally competitive future for Central Luzon and the entire Philippines.#
