The Barangay Council of Payatas has issued a strong public condemnation of a recent incident involving one of its security personnel, following the circulation of a viral video that shows an alleged thief being assaulted while in custody.

In an official advisory dated November 13, 2025, Barangay Captain Hon. Rascal D. Doctor stated that the Barangay Payatas leadership “strongly opposes and does not permit any form of violence or abuse,” especially when it originates from barangay officials and staff who are duty-bound to maintain peace and order.
The statement directly addresses the viral video, which appears to show a Barangay Public Security Officer (BPSO) slapping a suspect who was already handcuffed. The barangay “strongly condemns the incident,” emphasizing that such behavior is “never tolerated or condoned.”
“Every official and employee is expected to act with professionalism, respect for everyone’s rights, and obedience to the law at all times,” the advisory read.
As an immediate response, the Barangay announced that the involved BPSO has been placed on indefinite suspension pending a formal investigation into the incident. This move, according to the statement, is “proof of our stand to hold accountable anyone who violates the rules and regulations of the Barangay.”
The Barangay Payatas council continues to call on all residents to refrain from violence and to engage with government representatives peacefully and respectfully.#
