Nationwide Work, Class Suspensions Declared Ahead of Super Typhoon ‘Uwan’

MANILA, Philippines – Malacañang has suspended government work and classes across a significant portion of the country in anticipation of the severe impacts of Super Typhoon “Uwan.”

In Memorandum Circular No. 106 issued on Sunday, November 9, 2025, and signed by Executive Secretary Lucas Bersamin by authority of the President, the suspension covers government offices in the National Capital Region (NCR), Cordillera Administrative Region (CAR), and Regions I, II, III, IV-A (CALABARZON), IV-B (MIMAROPA), V (Bicol), and VIII (Eastern Visayas) for Monday, November 10.

The suspension of classes is even more extensive. All levels of classes in the aforementioned regions, plus Regions VI (Western Visayas), VII (Central Visayas), and the Negros Island Region, are suspended for both Monday, November 10, and Tuesday, November 11, 2025.

The order was made upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), citing the “forecasted major impacts” of the approaching weather disturbance.

Essential Services to Continue

The circular mandates that agencies responsible for basic and vital services, health services, and disaster preparedness and response must continue their operations without interruption.

To maintain essential government functions, other agencies in the affected regions are authorized to implement alternative work arrangements as necessary.

Discretion for Local Governments and Private Sector

For regions not explicitly listed in the order, Local Chief Executives are empowered to declare localized suspensions of work and classes based on the prevailing weather conditions in their areas.

Meanwhile, the suspension of work for private companies and offices is left to the discretion of their respective management.

The memorandum circular took effect immediately upon its issuance, allowing the public to prepare and ensuring their safety as the super typhoon approaches the Philippine landmass.#
