Fraternal Order of Eagles Philippines Establishes Landmark Appointments Commission

In a historic move aimed at reinforcing its core values, the Fraternal Order of Eagles (TFOE) in the Philippines has announced the creation of the Office of the Appointments Commission (APCOM), a first in the organization’s history. This pioneering initiative marks a significant step towards institutionalizing fairness, transparency, and accountability in the selection of its national leadership and staff.

The newly formed APCOM is established as a central, independent body tasked with the critical role of reviewing, screening, and confirming all appointments to key national positions. Its primary mandate is to ensure that every appointed officer and staff member is selected based on demonstrable merit, professional competence, and upstanding character, in strict adherence to the recently ratified Philippine Eagles Constitution and By-Laws (PECC of 2024).

The creation of APCOM introduces a robust system of checks and balances within the organization’s appointment process. While the National President retains the discretionary right to nominate Major National Officers and National Officers can recommend their own staff, APCOM now holds the confirming authority.

“This initiative sets a new benchmark of professionalism and integrity in the Philippine Eagles,” a statement from the organization read. “It strengthens our commitment to the organization’s noble ideals—Service Through Strong Brotherhood—by ensuring that those in positions of responsibility truly embody our principles.”

The Commission’s scope of authority is comprehensive, covering two main tiers of appointments:

  • Major National Officers directly nominated by the National President.
  • Staff or Members of the offices of National Officers, as recommended by their respective officers.
  • To fulfill its mandate, APCOM has been vested with several key responsibilities:
  • Ensuring all nominees comply with the qualifications and requirements outlined in the PECC 2024.
  • Conducting impartial and merit-based evaluations of all candidates.
  • Serving as a vital check-and-balance on the appointing authority.
  • Upholding the highest standards of fairness, integrity, and transparency throughout the process.

A core function of the Commission is to confirm only those candidates who demonstrate not only the necessary competence but also the character and dedication aligned with the mission and vision of TFOE.
