Nationwide Survey Shows Overwhelming Majority of Filipinos Support Duterte House Arrest

A significant majority of Filipinos stand behind the Senate’s recent decision to place former President Rodrigo Roa Duterte under house arrest, according to a new nationwide survey released today. The poll, conducted by the award-winning research firm Tangere, reveals a striking consensus that cuts across regional and political lines.

The survey, fielded on October 1-2, 2025, found that a combined 73% of Filipinos agree with the Senate’s adoption of Resolution No. 144. This support is firm, with 52% of respondents stating they “strongly agree” and another 20% “somewhat agreeing” with the move.

Opposition to the decision is in the minority, with only 14% of the population combined expressing disagreement (10% strongly disagree, 4% somewhat disagree). Fourteen percent (14%) of respondents remain undecided.

Bipartisan Approval Across Political Divides

In a notable display of cross-party alignment, the survey found that support for the house arrest is strong among voters from both the administration and the previous opposition.

  • Marcos-Duterte Voters: Between 7 to 8 out of every 10 Filipinos who voted for President Ferdinand “Bongbong” Marcos Jr. and Vice President Sara Duterte in the 2022 elections agree with the Senate’s decision concerning the Vice President’s father.
  • Robredo-Pangilinan Voters: Similarly, 6 to 7 out of every 10 voters who supported the opposition ticket of former Vice President Leni Robredo and Senator Kiko Pangilinan also expressed agreement.

“This data indicates that the Senate’s action is not viewed through a purely partisan lens,” a political analyst commented on the condition of anonymity. “It suggests a broad public consensus on the handling of the former president’s situation.”

Regional Sentiment: Strong National Backing with Isolated Dissent

Support for the house arrest is widespread geographically, with particularly high approval ratings in Mindanao, the National Capital Region (NCR), Northern Luzon, and Central Luzon, where 73% to 75% of respondents—or roughly three out of four—expressed approval.

Disagreement is most pronounced in three specific regions: CALABARZON (18%), the Bicol Region (19%), and Western Visayas (20%). Despite this, even in these areas, the percentage of those who disagree is significantly lower than the national approval rating.

Senate Gains Public Trust

The Senate’s decisive action appears to have bolstered its public image. The survey reported that 24% of Filipino voters said their trust and confidence in the Senate as an institution increased directly as a result of this decision.

Survey Methodology

The non-commissioned survey was conducted by Tangere on October 1-2, 2025, with a sample size of 1,200 respondents. It has a margin of error of ±2.77% at a 95% confidence level. Data was gathered through Tangere’s mobile-based application using stratified random sampling, with respondents proportionally distributed across the country.
