QC TO INTRODUCE BUILDING PERMITS PRINTED ON TARPAULIN

In a move to determine construction activities without permit, Quezon City Hall will soon issue building permits printed on tarpaulin for display outside the building to be constructed.

Department of Building Official (DBO) chief Isagani R.Verzosa, Jr. reported to Mayor Herbert M. Bautista during a regular executive meeting that his department will introduce tarpaulin building permits bearing the building permit number, date of issuance, project location, project description, signature of the building official and the Mayor and contact details of building official, in case there is complaint against the construction.

The building permit on tarpaulin, which is required to be displayed outside the building under construction, only reflects the data in the building permit printed on paper when building permit application was approved by DBO.

The implementation of the new form of building permit, Verzosa said, will take place as soon as his department has procured the needed tarpaulin printing machine for the purpose.

By using tarpaulin material, the DBO head believes that construction activities without permit will be easily determined and prevented as well.

DBO has generated for the city revenue totaling P81,665,332.23 from construction permit fees, final permit fees and inspection fees from January to May 2011.

At the same time, the DBO is planning to make an electronic digitization of building plans of existing buildings in the city, Verzosa also said.

He reported that one of the units at DBO is completing the data base of all commercial buildings three (3) storey and up through on the ground inspection along all major thoroughfares of the city as the first step in  this future program.

He said that the electronic digitization of building plans will be a great help in the assessment of the building according to Green Building criteria now being implemented by the city government and also possible retrofitting when deemed necessary.

Earlier, DBO had implemented a new building permit administration system in building permit application through computerization of building and related permits processing system where orders of payments and building permits are already computer-system generated and specific status of a permit is tracked online and responded via SMS.

The department had formally enforced last June 1 the QC Green Building Ordinance which is intended to boost environmental protection efforts in the city. -30- Maureen Quinones, PAISO
