Three Facilities, One Vision

The centerpiece of the Php150 million request is a Socio-Civic Center that will primarily function as an alternative evacuation center during calamities—a critical need for Catanduanes, which frequently faces powerful typhoons as the country’s first landfall area for many Pacific storms.

But the governor revealed two additional components that expand the project’s scope significantly:

  1. An E-Learning Center – described as a “modern library and training center” to be built within the Capitol grounds
  2. A Community Wellness Center – to be constructed adjacent to the existing People’s Center

The Man Behind the Follow-Through

Governor Azanza publicly acknowledged the role of Kuya Carlo Batalla in facilitating the project, stating: “Nagpapasalamat tayo kay Kuya Carlo Batalla na siyang tumulong sa akin para sa proyektong ito.”

Batalla, who leads the Batalla Cares team, arrived on the island simultaneously with the PAGCOR engineers. His visit had a second purpose: distributing wheelchairs to Virac residents alongside Mayor Posoy Sarmiento at Plaza Rizal later in the afternoon.

In his own social media post dated April 16, 2026, Batalla described the courtesy visit as “a warm proof of strong community bonds” and expressed eagerness for “collaborative projects that uplift families, safety, and local growth.”

From Manila Meetings to Island Groundbreaking

The project’s progression from request to site survey illustrates what Governor Azanza calls the value of persistent follow-through. “Mabuti na ang may resibo para alam ng lahat ang resulta ng ating mga nilalakad para sa probinsya,” he wrote, emphasizing transparency and accountability in governance.

The survey team, led by PAGCOR engineers alongside Provincial Engineering Officer Engr. Renato Chong, will determine the exact specifications and positioning of the structures within the Capitol complex.
