QUEZON CITY, Philippines – November 8, 2025 – In a landmark move to strengthen internal governance, the Fraternal Order of Eagles – Philippine Eagles, Inc. successfully convened its First National Tribunal Academy Convention today at the Great Eastern Hotel, Aberdeen Court. The event, themed “The Eagles Constitution of 2024 Take Flight: Justice Empowered Through Katarungang Pang-Agila,” assembled the organization’s top national leadership.
The convention brought together Regional Governors, Vice Governors, Club Presidents, Grievance Chairmen, and Tribunal Officers for a comprehensive training program. The primary objective was to standardize procedures and enhance the competency of Grievance Committee members in hearing and resolving cases, ensuring a consistent and fair application of justice for all Eagle members across the country.
The event was presided over by Supreme Chancellor Eagle Atty. Virgilio S. Ferrer II and highlighted by a symbolic transfer of authority, where Eagle National President Ronald F. Delos Santos formally handed over the gavel. This act cemented the national leadership’s full endorsement of the Tribunal Academy’s mission. Its primary objective is to bolster the competency of Eagle Grievance Committee members in hearing and disposing of cases involving members, ensuring a consistent and fair application of justice across all Eagle Regions.
In a powerful video message, Supreme Chancellor Ferrer issued a compelling call to action, stating, “If for every problem there is a solution, and if we are not part of the solution, we are part of the problem.” He addressed the inevitability of conflicts within any brotherhood, asking, “Sino ang tatayo para sa katarungan?” (Who will stand for justice?), and warned that inaction deepens wounds and causes fragmentation.
He heralded the new Tribunal as the definitive response: “Kailangan natin ng mga agilang may tapang, disiplina at malasakit. Ngayon tumatayo ang katas-taasang Tribunal, isang bagong yugto ng paglilingkod at pagkakaisa.” (We need Eagles with courage, discipline, and compassion. Today, the Supreme Tribunal rises, a new chapter of service and unity.)
The convention featured intensive workshops centered on the newly ratified Eagles Constitution of 2024, focusing on the core principles of fairness, unity, and accountability.
National President Delos Santos praised the initiative, noting, “This convention marks a pivotal step in our fraternity’s history. By investing in the education of our grievance officers, we are fortifying the very framework of our brotherhood. A strong, impartial, and knowledgeable tribunal is essential for our unity and continued growth.”
Supreme Chancellor Ferrer emphasized the critical nature of the academy. “Today, we move beyond mere words in a constitution. We are equipping our leaders with the knowledge and skills to breathe life into our laws. ‘Katarungang Pang-Agila’ is not just a slogan; it is our solemn promise to every member—a promise of fairness, integrity, and empowered justice,” he stated.
This inaugural convention establishes a new benchmark for internal dispute resolution, empowering Eagles leaders to be active architects of solutions and guardians of fraternal harmony.
