Mga Pinoy Imbentor, makikinabang sa Zero Interest ng i-TECH Lending Program

Maaari nang makinabang ang mga Pilipinong imbentor at innovator sa isang financial support na may zero-percent interest rate para sa komersyalisasyon ng kanilang mga patentadong imbensyon, sa pamamagitan ng pinabuting Innovation and Technology (i-TECH) lending program.

Pormal na inilunsad ng Department of Science and Technology-Technology Application and Promotion Institute (DOST-TAPI), sa pakikipagtulungan sa Land Bank of the Philippines (LANDBANK), ang mas pinadaling financing opportunities para sa mga Pilipinong imbentor sa pamamagitan ng i-TECH 2.0. Layunin nitong maabot ang mas maraming imbentor at patuloy na matulungan sa komersyalisasyon ng kanilang mga technology products.

Nakipagkasundo muli ang DOST-TAPI, LANDBANK, at ang Philippine Economic Zone Authority (PEZA) noong Hulyo 15, 2025, upang bigyan ng kapangyarihan at suportahan ang mas maraming lokal na imbentor sa bansa. Naganap ito bilang side event ng Philippines’ International Exposition of Technologies o PhilippiNEXT 2025 na ginanap sa Okada Manila.

Sa pinahusay na lending program, sinabi ni LANDBANK President Ma. Lynette V. Ortiz na inalis na nila ang loan ceiling na dating nakatakda sa P12.5 milyon upang ang mga eligible na borrower ay maaaring mag-access ng pondo batay sa pangangailangan ng proyekto hanggang 85 porsiyento ng kabuuang halaga nito.

“We’ve also waived interest charges making the loans interest-free. Through these enhancements, we hope to see more Filipino innovators take the lead, transforming bold ideas into tangible solutions that uplift lives and move our country forward,” pahayag ni Ortiz.

Noong Setyembre 2017, unang inilunsad ng DOST-TAPI at LANDBANK ang i-TECH lending program upang tugunan ang limitadong financing opportunities para sa mga Pilipinong innovator na pinondohan ng Invention Guarantee Fund (IGF) sa ilalim ng RA 7459 at LANDBANK.

Ang unang bersyon ng i-TECH program ay nag-aalok ng low-interest funding na may five percent interest rate bawat taon, na sumasailalim sa annual review ng LANDBANK, at may zero-interest option para sa mga proyektong pinondohan ng TAPI-IGF. Ang dating programa ay may loan-sharing agreement kung saan 40% ng loan ay mula sa TAPI-IGF na zero interest, 45% mula sa LANDBANK na may five percent interest, at ang natitirang 15% ay equity ng borrower.

Kabilang sa mga pagbabago sa revised Implementing Rules and Regulation (IRR) ang streamlined process kung saan ang evaluation ng Screening Committee (SC) for RA 7459, technical evaluation ng DOST-TAPI, at financial evaluation ng LANDBANK ay isasagawa nang sabay-sabay. Magiging mas madali ito para sa mga aplikante na makumpleto ang mga kinakailangan.

Ayon kay Romeo M. Javate, chief ng Investment and Business Operation Division (IBOD), ang processing ng mga aplikasyon ay palaging nagsisimula sa evaluation ng DOST-TAPI bago magpatuloy sa financial evaluation ng LANDBANK.

Samantala, nangako ang PEZA na suportahan ang seamless na paglipat at komersyalisasyon ng mga DOST-funded at developed technologies na may financial at technical support upang mapataas ang viability, competitiveness, at market impact ng mga ito.

“Through this partnership, we are committing to a framework that will unlock new opportunities for our PEZA-registered enterprises while empowering Filipino inventors to actively participate in the ecozone value chain,” pahayag ni Deputy Director for Policy and Planning Anidelle Joy Alguso.

Bukod dito, sa ceremonial signing ng memorandum of understanding (MOU), inimbitahan ni DOST-TAPI Director Atty. Marion Ivy D. Decena ang mga Pilipinong imbentor na samantalahin ang programa at magamit ang oportunidad upang mas marating ang mas malawak na merkado para sa kanilang mga imbensyon.

Ang mga rehistradong Filipino-owned corporations o partnerships na may active intellectual property (IP) rights para sa patent, utility model, o industrial design ay maaaring makinabang sa financial program. Dapat ang imbentor ay isang major stockholder ng corporation o managing partner ng partnership. Dapat may bisa pa ang intellectual property at may natitira pang hindi bababa sa isang taon sa bisa nito sa oras ng aplikasyon.

Ayon kay Javate, anim na Pilipinong imbentor na ang natulungan ng DOST-TAPI at LANDBANK ngayong taon.

Ang i-TECH lending program ay isa sa maraming inisyatibo ng Department of Science and Technology (DOST) na naglalayong magbigay ng science-based, innovative, at inclusive na solusyon sa apat na strategic pillars: human well-being, wealth creation, wealth protection, at sustainability.
