Agham at Teknolohiya na ramdam, pangako ni DOST Sec. Solidum

Matapos ang ika-apat na State of the Nation Address (SONA) ni Pangulong Ferdinand R. Marcos Jr., ipinangako ni Department of Science and Technology (DOST) Secretary Renato U. Solidum Jr. ang mas responsive at maaasahang kagawaran sa ilalim ng kasalukuyang administrasyon.

Sa kanyang pahayag noong ika-29 ng Hulyo 2025 sa post-SONA discussion kaugnay ng Environmental Protection at Disaster Risk Reduction, iginiit ni Solidum: “Sa Bagong Pilipinas, ang agham ay ramdam. ‘Yan po ang ating pangako.”

Binanggit niya ang mga programa ng DOST para suportahan ang maliliit na negosyo sa pamamagitan ng Small Enterprise Technology Upgrading Program (SETUP) at STARTUP fund, gayundin ang programang Propel para tulungan ang mga investor at teknolohiya na lumikha ng mga negosyo at bagong trabaho.

Idinagdag pa niya: “Sa industriya, aarangkada. Ang kalusugan ay sisigla. Ang pagsasaka ay sasagana. Sa mga kabataan, may scholarship po tayo sa science, technology, engineering, and mathematics. Ang bukas niyo ay may pag-asa.”

Binanggit ni Pangulong Marcos sa kanyang SONA noong Hulyo 28 ang mga makabagong kagamitan sa disaster preparedness kabilang ang Doppler radar, broadband seismic stations, at landslide sensor systems ng PAGASA at PHIVOLCS, pati na ang mobile command and control vehicles na ipinamahagi sa labing-isang LGU sa bansa para paigtingin ang paghahanda sa kalamidad.

Bilang pagtugon, nangako si Solidum na maglalagay ng karagdagang 175 seismic stations — dagdag sa kasalukuyang 125 — at naglalayong magkaroon ng hindi bababa sa 400 tsunami warning stations sa buong bansa.

Kaugnay sa solusyon sa basura at pagbaha, inamin ni DILG Secretary Juanito “Jonvic” Remulla na kulang sa cohesive plan ang Metro Manila sa solid waste management, na isa sa mga pangunahing dahilan ng pagbaha.

Ayon kay Solidum, mayroon nang science, technology, and innovation framework para sa circular economy upang gawing kapaki-pakinabang ang mga basura tulad ng plastic at agricultural waste. Kabilang sa mga proyekto ang pagpapatayo ng Material Recovery Facilities (MRFs) at pagdebelop ng Floating Solid Waste Collector System.

Tinukoy naman ni DENR Secretary Raphael Lotilla na may 40 milyong Pilipino ang walang access sa ligtas na inumin. Bilang solusyon, nagpatayo ang DOST ng 20 water desalination plants sa mga komunidad na may water scarcity sa ilalim ng Community Empowerment through Science and Technology (CEST) program.

Giit ni Solidum, “Sa siyensya, teknolohiya, at inobasyon, at maigting na pagtutulungan at disiplina, ang mga Pilipino ay pwedeng manalo sa mga puwedeng trahedya. We can become victors and not victims of disasters.”

Nakatuon ang DOST sa pagbibigay ng science-based na solusyon sa ilalim ng apat na haligi: human well-being, wealth creation, wealth protection, at sustainability.#
