Sara Duterte, Leni Robredo emerge as top contenders in early 2028 presidential survey

Senators Bong Go and Bam Aquino lead vice-presidential race, according to Tangere poll

Vice President Sara Duterte and former Vice President Leni Robredo have emerged as the strongest potential candidates for the 2028 Philippine presidential elections, according to the latest early preferential survey conducted by market research firm Tangere.

The nationwide survey, held from May 20 to 21, 2025, found that 29% of respondents favor VP Duterte as their top choice for president, with her strongest support coming from the Davao Region and Northern Mindanao. Following her is former VP Leni Robredo, who garnered 21% of voter preference, largely driven by strong backing from Metro Manila and the Bicol Region.

Senator Bong Go, the current frontrunner in the 2025 senatorial elections, ranked third in the presidential poll with 15%, while Senator Raffy Tulfo dropped to fourth place with 11%, showing regional strength in Southern Luzon. House Speaker Martin Romualdez placed fifth with 6%, marking a notable rise in his presidential prospects, especially in Eastern Visayas and Northern Luzon. Other potential candidates received just 1%, and 11% of respondents remain undecided.

The survey also examined voters’ second-choice preferences, revealing interesting cross-support patterns. Among voters who selected Sara Duterte as their first choice, 60% to 70% named Bong Go as their second pick. However, those who favored Bong Go as their first choice leaned more toward Leni Robredo as their alternative (45%), with Duterte trailing at 30%.

Bong Go also emerged as the most common second choice among Robredo supporters, with 52% indicating preference for the senator should their first choice not run.

In the vice-presidential race, Senator Bong Go leads with a commanding 36% preference, supported largely by voters in the Visayas and Mindanao. Former Senator and incoming lawmaker Bam Aquino follows with 26%, buoyed by support from Metro Manila and the Bicol Region. Senator Raffy Tulfo comes in third with 11%. No other vice-presidential hopeful reached double-digit support in this early survey.

The survey also identified preferred tandems, with the Duterte-Go pairing emerging as the top presidential-vice presidential ticket. They are closely followed by the Robredo-Aquino tandem, highlighting two distinct political coalitions taking early shape ahead of the 2028 elections.

The survey was non-commissioned and conducted via Tangere’s mobile-based respondent application. It sampled 1,800 participants using stratified random (quota-based) sampling, with a ±2.48% margin of error at a 95% confidence level. Regional representation included 12% from NCR, 23% from Northern Luzon, 22% from Southern Luzon, 20% from Visayas, and 23% from Mindanao.
