(FOE) solidified its backing for newly elected National President Ronald Delos Santos during a high-profile assembly at Grand Westside Hotel, culminating in a unanimous resolution of support from its past leaders and a passionate plea for organizational unity.
Legitimacy Affirmed
The Philippine Eagle Past National Presidents League (PENAPLE), the organization’s highest advisory council, passed Resolution No. 1, Series of 2025, formally endorsing Delos Santos and his slate of officers following their election victory last November 24, 2024, in Las Piñas City.
PENAPLE Chairman Salvador “Badong” Ramos, a former Tibuli vice mayor, emphasized the legitimacy of the election, noting Delos Santos’ “overwhelming” majority win. The resolution was attested by 10 past national presidents, including Secretary Dudoy Cendeño, who declared:
“We express unified, unconditional support to Eagle N.P. Ronald Delos Santos as the legitimate leader of our fraternity.”
A Call to Heal Divisions
The event doubled as a rallying cry against internal strife, with Ramos lamenting that some members had “lost sight of the Eagles’ mission.” In an emotional address, he reminded attendees that the FOE—established in 1979 as the Philippines’ first homegrown fraternal order—exists to serve the needy, not personal interests.
“We are saddened because those we expected to lead are the ones destroying us,” said Ramos, a member since 1984. “But if someone leaves, others will come—true Eagles who carry our ideals in their hearts.”

Delos Santos’ administration outlined key goals, including:
Establishing a permanent national headquarters to end reliance on rented offices.
Strengthening membership and governance through the newly inducted Board of Trustees, which now includes PENAPLE representatives.
Reaffirming the FOE’s charitable mission, with Ramos stressing: “Joining the Eagles means sharing what’s in your pocket—not earning from it.”
