6 to 7 out of 10 Filipinos support the proposed Constitutional Amendment on Economic Reforms of the 1987 Constitution

A recent survey conducted by Tangere has revealed that 62.9% Filipinos support the proposed Constitutional Amendment on Economic Reforms of the 1987 Constitution, a notable increase from the previous month’s survey (62.4%). Regional variations are noted with support higher in Northern Luzon, Central Luzon, and the Visayas Regions, while it’s lower in Mindanao and Southern Luzon. Similarly, demographic variations are also noted with younger respondents (18-45 years old) being more supportive.

Economic Optimism:
Filipinos are hopeful that the proposed amendments will lead to economic improvements,
namely:

  • Creation of more jobs (75.0%);
  • Decrease in the prices of goods and services (75.0%);
  • Increase in salaries and work benefits (73.0%) and;
  • Higher economic growth (72.0%)

Balancing Act:
Slightly higher Filipinos disagree on the proposed amendment on the economic
provisions of the 1987 constitution, citing that the government needs to address concerns
about potential negative consequences while promoting economic growth, particularly on
the following concerns:

  • Potential worsening of corruption (40.0%) and;
  • Increase in foreign competitors for local businesses (37.0%).
    Targeted Reforms:
    The varying levels of support for specific articles indicate the need for targeted reforms
    that address the concerns of different segments of society:
  • 7 out of 10 support the amendment of Article XII (National Patrimony and
    Economy) on foreign ownership of public utilities due to possible decrease in
    the price of utilities in the country (water and electricity).

The survey, conducted last December 17-19, 2024, was administered via a mobile-based respondent application with a sample size of 1,500 participants (+/- 2.50% Margin of Error at a 95% Confidence Level) using a Stratified Random Sampling method (Quota Based Sampling). The proportion was spread throughout the Philippines with 12 percent from NCR, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.
