PAGSUSURI NG 1964 TRAFFIC CODE NAPAPANAHON NA AYON SA INDUSTRIYA NG TRANSPORTASYON

Nagpahayag ng pagkabahala sa dumaraming pagkamatay na may kaugnayan sa pagbangga sa kalsada sa bansa ang dating Region 9 Director ng Land Transportation Office na si Aminola “Alex” Abaton at kasalukuyang Executive Director ng Partnership for Enhanced Road Safety (PERS). Aniya ang patuloy na interbensyon sa edukasyon, pagpapatupad at mga estratehiya na kailangan upang matugunan ang nakababahala nang isyu.

Iminungkahi ni Atty. Abaton ang pagrerepaso at pagsasapanahon ng Republic Act 4136 o kilala bilang Land Transportation and Traffic Code of 1964 para sa kaligtasan sa kalsada, kaligtasan ng mga motorista, riding public, at pedestrian. Ang paglikha umano ng isang pambansang sistema ng pagkolekta ng data ng mga pagbangga sa kalsada at practical guide modules sa pag-iwas sa pinsala sa trapiko sa kalsada ng bata ay kailangan na.

Sumuporta naman ang Magnificient-7 na binubuo ng Pasang Masda, Alliance of Transport Operators and Drivers Association of the Philippines (Altodap), the United Association of Drivers and Operators Nationwide (Piston), Alliance of Concerned Transport Organizations (ACTO), at Federation ng Jeepney Operators and Drivers Association of the Philippines (Fejodap), Stop and Go, at League of Transportation and Operators of the Philippines (LTOP) sa press conference na isinagawa ng PERS.

Samantala, ayon sa datos na inilabas ng Metro Manila Development Authority (MMDA) Metro Manila Accident Reporting and Analysis System (MMARAS) nitong 2021, na nasa 58, 447 ang aksidente sa kalsada ang nagaganap o nasa 162 kada araw.

Mula sa nabanggit na bilang, 337 ang patay; 15,256 ang non-fatal; 42,812 ang nasira ang ari-arian at 14,870 ang disgrasya sa motor. Ang Lungsod ng Quezon ang pinakamalaking bilang ng mga aksidenteng nauugnay sa pedestrian.

Ipinakita rin sa nasabing press conference ang tatlong pinakasanhi ng aksidente: nawalan ng kontrol (81), pagkakamali ng tao (6,909), insidente at walang aksidenteng kadahilanan (51,345).

Kumpara noong 2019, mas mababa ang Road Crash Incidents (121,771) at pagkamatay (372) noong 2021 ayon sa MMRAS 2019 Report. Kapansin-pansin na bumaba ang bilang noong 2020 ang Road Crash Incidents (14,465) at pagkamatay (337)dahil sa ipinatupad na lockdowns sa buong bansa.

Nangako naman ang MMDA sa pamamagitan ni Col. Edison Nebrija at United Nations Children’s Fund sa pamamagitan ng program officer na si Angelito Umali na susuportahan ang road safety awareness at initiatives ng mga grupo.# (Cathy Cruz)
