Director ng Environmental Management Bureau suportado ang panukalang lagyan ng buwis ang single-use plastics

           Nagpahayag ng suporta ang Department of Environment and Natural Resources- Environmental Management Bureau (DENR-EMB) sa panukalang lagyan ng buwis ang paggamit ng single-use plastics bilang proactive na paraan upang masugpo ang plastic pollution sa bansa.

            “Imposing tax on single-use plastics is a positive development for the environment in several ways. It can promote use of reusable packaging, reduce single-use plastic wastes, and extend the life of sanitary landfills,” saad ni EMB Director William P. Cuñado.

            Ito ang naging reaksiyon ni Cuñado sa mungkahi ni Finance Secretary Benjamin Diokno na lagyan ng buwis ang paggamit ng single-use plastic upang matugunan ang climate change at madagdagan din ang kita ng gobyerno.

            Aniya, isinusulong din ng DENR ang parehas na mungkahi upang malutas ang plastic pollution simula pa ng administrasyon ni dating Pangulong Rodrigo Roa Duterte.

            Binigyang-diin ni Cuñado na ang hakbang na ito ay magiging susi upang magkaroon ng “behavioral change” sa mga stakeholders para sa tamang pamamahala ng basura.

            “With this proposal, it can potentially replace the ‘throw-away culture’ and address the long-standing problem of plastic wastes ending up in our oceans and waterways,” sabi nito.

            Ang single-use plastic ang isa sa mga pangunahing basura na nakukuha tuwing magkakaroon ng coastal cleanup campaign ang DENR.

            Samantala, inamin naman ni Cuñado na ang implementasyon ng tax measure ay nangangailangan ng masusing deliberasyon kasama ang iba pang ahensiya ng gobyerno dahil “imposing an additional expense on stakeholders need to be reasonable and beneficial.”

            Umaasa din ang EMB chief sa “institutionalization” ng circular economy na may layuning mag reuse, re-manufacture, o recycle ng basura.

Layunin ng Republic Act 11898 o Extended Producer Responsibility Act of 2022, na naging batas noong Hulyo 23, 2022, ang ma-institutionalize ang Extended Producer Responsibility or EPR system sa Republic Act 9003 o Ecological Solid Waste Management Act of 2000.

            Nakasaad sa EPR scheme na responsibilidad ng mga manufacturer ang treatment, disposal o recycling ng kanilang “post-consumer products.”

           “As long as there is an abundant supply of disposable plastics produced, consumers will always use these out of convenience. But, if these will be taxed, it may serve as motivation for the public to opt for reusable or recyclable products, which can result in a waste-free behavior for the betterment of the environment,” sabi ni Cuñado.

            Simula nang maaprubahan ng National Solid Waste Management Commission noong Pebrero 2021 ang pagsama sa plastic soft drink straw at plastic coffee stirrer sa listahan ng mga non-environmentally acceptable products ay patuloy na nagsasagawa ang EMB ng public consultation para sa phase schedule ng single-use plastics.###
