PANUKALANG TRANSPORT SERVICE BOARD SA KYUSI TUGON SA LUMALALANG KORAPSYON AT TRAPIKO

NAGHAIN ng Ordinansa si QC Councilor Toto Medalla ng Distrito Dos upang itatag ang Quezon City Public Transport Service Board upang tugunan ang hinaing ng maraming mananakay at transport group sa paglikha ng mga bagong ruta sa nasabing lungsod.
 
Ayon kay Konsehal Medalla, hindi nito sinasaklawan ang trabaho ng LFTRB at ng DOTR sa halip ito ay makatutulong upang makita ng dalawang ahensya ng transportasyon ang pangangailangang i-lift na ang moratorium ng paggagawad ng prangkisa dahil sa tumataas na demand ng public utlity vehicles hindi lamang sa kalakhang maynila kundi maging sa mga probinsya.
 
Paliwanag ni dating LTFRB Board Member Ariel Inton taong 2003 pa nagsimula ang nasabing moratorium ng prangkisa. Ginawa umano ito noon dahil dumadami ang public utility vehicle at nangangamba na sumobra ang pampublikong sasakyan. Kakaiba sa kasalukuyang sitwasyon ngayon.
 

Dagdag ni Konsehal Toto Medalla, marami na ang nabago at nadagdag sa loob ng mahigit isang dekada. May mga relocation na nangyayari mula sa iba’t ibang lugar, pagbubukas ng mga subdivision at patuloy na pagdami ng tao na nagbunsod upang tumaas ang demand ng pampublikong sasakyan. Lahat umano ito ay dapat tignan at pag-aralang mabuti. Maitutulad aniya ito sa kahabaan ng Commonwealth Avenue na ang mga mananakay ay nagmumula sa mga Barangay Payatas, Holy Spirit, Batasan Hills at Commonwealth na karaniwan umanong nagkukulumpulan tuwing umaga at hapon.

Ayon kay Inton panahon na upang i-lift ang moratorium upang hindi magamit sa korapsyon bunsod ng lumalalang pagdami ng kolorom. Naging malaking usapin din sa Bikol ang pagpapatupad ng lokal na pamahalaan sa pamamagitan ng Ordinansa na pagpapapayag na makatakbo ang ilang pampublikong sasakyan bagaman hindi ito aprubado ng DOTR at LTFRB.

Aminado ang iba’t ibang transport group na nagiging gatasan sila ng ilang korap na opisyal ng DOTR at LFTRB upang hindi hulihin ang mga tumatakbong kolorum na kasapi rin nila upang tugunan lamang ang demand ng mananakay.

Positibo naman si Quezon City Councilor Ramon P. Medalla na magkakaisa ang Konseho ng Lungsod Quezon upang agarang maipasa ang nasabing panukalang ordinansa. Inaaahan na ni Medalla na magsisilbing ehemplo ang Quezon City upang ang mga lokal na pamahalaan sa bansa ay magkaroon ng kaparehong ordinansa dahil aniya higit na alam ang sitwasyon ng transportasyon ng mga lokal na pamahalaan.

Geñoso, Commonwealth Transport Service Cooperative Ramon Dionson, at Montalban Litex Jeepney Operators and Drivers Association President Irish Mabalat.

Sa panukalang ordinansa ni Medalla, ang binubuo ng Quezon City Public Transport Service Board ay pangungunahan ni City Mayor Herbert Bautista kasama ang Engineering Department, Department of Public Order and Safety, Chairman ng Committee ng Transportation, Representative from Department of Department of Transportation, Land Transportation and Regulatory Board, 2 representative mula sa transport sector at pribadong sektor.
