This is the transcript of Tuklasin Natin exclusive interview with Business Permit and Licensing Office Chief Garry DC. Domingo:

Quezon City is a very big city, first of all. We have a yearly routing inspection schedule. It helps that there are complaints.  When there are complaints we give preference, we give priority to cases with complainants otherwise we follow our yearly routing inspections schedules unfortunately hindi sya nadadaanan.

We were talking of Quezon City which is a ¼ of Metro Manila. This is not a perfect system, we are not saying it is a perfect system but we are doing everything we can, this is the same statement issued by the Accessor’s Office, Building Official, City Fire Marshall.

Sobrang laki po ng Quezon City at kulang po kami sa tao. It’s not an excuse, ang sinasabi namin makikita naman po nila ang Quezon City was last week Awarded the most business friendly LGU and several months back QC is awarded as the Most competitive highly urbanized system.

Ang sinasabi ko po, hindi nakatanga si Herbert Bautista at ang administrasyon nya. hindi lang perpekto ang system, kaya nga po hindi kami tumitigil. Kaya natutuwa kami na may mga maiingay na tao napinipintasan si Herbert at ang BPLO para ito ang magiging dahilan para subukan pa naming i-improve.

Cathy, you are a very few people na nakakausap po ako. Alam mo na nate-text mo ako. I told you before nakikipag-kaibigan ako sa maayos na tao. Yung sa mga hindi maayos na tao, eh ano naman kung kaaway nila ako, I don’t care….ano ba yung gaps? Basta it’s not an excuse na kulang ang tao namin but we are appealing to the Filipino people, maging active po kayo, magreklamo lang po kayo. Kung masama po ang ginagawa ni Gary Domingo, welcome po yan at yan po ang magiging dahilan para subukan po naming mag-improve.

Yung hindi po naming nadadaanan, ituro nyo po sa amin at sigurado aaksiyunan po namin yan. As I’ve said, priority po naming yung mga may reklamo. Natapat po kaya nakita yan weather its two weeks ago o 1 week ago o 5 years ago nakita po yan kasi may nagreklamo. Nakita nyo naman po nang may nagreklamo inaksiyunan agad.

It’s not just an obligation of the city tulungan nyo po kami…may obligasyon din po angtao. Pare-pareho po tayong taga-Quezon City, para gumanda po ang Kyusi, magtulungan tayo.

I don’t take it personally kung binatikosako ng isang reporter for as long as it’s true. Dapat yun hindi ako magalit, dapat yun- ‘oo nga ano?… nakalimutan ko.’ Alam mo wala namang perpekto, alam mo lahat nagkakamali. Eh di kung nagkamali si Gary, si Herbert ipamukha nyo nang maitama. Hanggang hindi nyo ipinapamukha, kung tuwingmakikita nyo kami bobolahin nyo kaming okay, kayo rin ang mawawalan, yung mga tao rin. May problema pala ayaw nyong sabihin kapag nakikita nyo kami.

Rest assured Cathy, you know it hindi kami tumitigil. Despite all ng sistema y nagrereklamo pa rin, at ang lahat ng nagrereklamo, welcome. Go to the office i-a-address po namin.

As to date, there are around 69,000 active business establishment. Ang Quezon City po ay 10 Pasay City, 6 na Makati City. So you have to be realistic also. Sana pupuwedeng buong City Hall puro inspector lang ng BPLO, eh hindi nga po pupuwede. That’s not how to run a local government. Meron talagang Treasury, Assessor’s Office…may limitasyon yung tao. Hindi naman pupuwedeng ako lang ang inspector ng BPLO isarado na natin ang Civil Registry, gawin nating inspector ang lahat ng tao para lahat ma-inspect…that’s not how to run. Hindi perpekto ang sistema even the bureaucracy is not perfect but we are not stopping. At sana po manatili kayong magreklamo, it’sokay with me, I don’t get offended.

Right now, it’s good po na na-brought-up yang punerarya. I am very happy that Dra. Linga is very active, mas makulit pa sa akin si Dra. Linga, pati ako ayaw tigilan.

Madaling araw na tenetext pa ako – “Sir, marami pa pong patay dun. Yung pong sinarado nyo puwede po bang tanggalin namin ang kandado?” Sabiko kay Dra. Linga, do what you need to do. Okay lang kung may kandado ibukas nyo na.

And the very reason why we close it down is because sinabi nyo sa amin na nagrereklamo ang tao. Only to find out na ang huling permit nila ay 2015. So ibig sabihin nagbabayad sila ng permit but they did not able to renew in 2016. Nung tinignan naming ang record, nagsimula sila 16 years ago, so wala pa ako rito may permit na sila. Natapat lang na hindi sila sumunod sa Sanitary Code of the Philippines, yun ang naging rekamo: Pagumuulan pala may kumakatas na mga dugo sa kalye. Eh buti na lang may nagreklamo. And it took 16 years para may magreklamo para maipagbigay alam din sa health.

Kasi as far as we are concern, in line with ease of doing business. Pinapadali naming bigyan ng permit lahat, kaya nga po tayo nagka-award. Kasama yun sa ISO naming simplehan pero pag may reklamo sa building code, sulatan kami ng building official, isasarado po namin. May reklamo sa fire code, sulatan kami ng City Fire Marshall, isasarado namin. Merong violation sa sanitary code, ang nagpapa-implementa nito ay City Health office, sulatan kami at isasarado namin. In short, let’s do our work. Our work is to issue a permit, we will.  But once they violated any of the laws being implemented by the other department, write us a letter, requesting to close them down and we will do again our job. After we give them a permit it’s also our duty to close them down if they will not comply with the requirements as mandated by law.

Isa rin sa dahilan kaya madaling nagtayo ng Task Force nai-inspeksiyunin lahat ng mga punerarya. Ang masakit, kumuha ng permit ang iba as show room, office only. Kaya since office only puwede sya na hindi sa commercial, kahit nasa residential pinapayagan sila. Noong una upisina lang, yun pala nung mag-inspection kami tumatanggap na rin dun. Kahit sa likod ng bahay, nag-i-embalsamo na rin which is wrong.

Kaya importante po natulungan kami ng tao. Kapag may nakita sila, huwag na natin hintayin na magtagal.

It’s not a Task Force- actually, it’s a joint team from the Civil Registry, City Health Office, and BPLO. BPLO is on permit aspect, Dra. Linga is on violation of sanitary code while Mr. Ramon Matabang, kapag hindi kinuha yung requirement ng batas na bago ka magpalibing at pag may namatay kailangan irehistro sa Civil Registry para malaman kung kailan namatay at pag ililibing kailangan ding irehistro ito sa kanila. Tulong-tulong kaming mga department dito, kung saan yung violation sulatan lang po kami.

BPLO is far from being perfect but we will not stop at pro-active po kami. Kapag nagkamali po kami tatanggapin po namin at pipilitinpo naming itama, pero kung tama po kami kahit makaaway po naming kayo lahat okay lang po yan.

BPLO at present have 38 inspectors from the 80 plus employees of BPLO. BPLO composed of working permit, business permit, inspection, record, admin, excutive staff, and legal department. Hindi tatakbo ang BPLO kung yung 80 na yun ay puro inspector. That’s part of bureaucracy. May composition po ang bawat upisina, parang sa inyo, hindi pupuwedeng puro reporter, kung walang photographer hindi makukuhanan.

Magtulungan potayo, buhat po nang mauposi Herbert Bautista, hindi namin naging policy ng administrasyong ito na magturuan. Kung mali, itama natin. Kung tama kami, kahit galit kayong lahat, eh di huwag nyo kaming iboto. I mean we have to stand up when we are right, but when we were wrong we have to be humble enough. Kapag mali po kami, huwag po kayo mag-alala, ang pagkakamali pong ito ay itatama namin. Tulungan nyo po kami.

Actually mayroon po kaming hotline. May website po ang Quezon City. Sa lahat ng upisina namin meron pong suggestion/complaint boxes po kami. Lahat yan binubuksan nila. Natural po sa dami ng taong nagpupunta sa BPLO angdami rin pong nagrereklamo rito, buti na lang po sa dami ng nagrereklamo meron din pong konting pumupuri. Kasama po yun sa pagpapatakbo ng gobyerno.

The conduct of inspection of the BPLO is continuous. But, under the law, during the first quarter of the year we can do the inspection because that is the time of the renewal of business permits. Nine months is left but DILG issued a Circular that in month of December conduct of inspection is not allowed that it may be used for Christmas solicitation.

You have to consider napag summer, sobranginitnaman. Ang ating mga ibang inspector, retirable na, so hindi nila kaya ang init.Pagdating naman ng June, July, may mga pagkakataong hindi rin sila makalabas dahil may bagyo at malakas ang ulan. So those are limitation na wala kaming kontrol.

But rest assured na hindi kami tumitigil. Humihingi ako as much as may budget ang city ng pagdagdag ng tao kahit contractual. Unfortunately under the law, ang pupuwedeng inspector dapat hindi contractual. So ang ginagawa namin to remedy the situation is may kasamang 3 contractual pero may isa na plantilla, pero sya yungnaka-front. Para kapag nagreklamo, sya po ang nag-inspeksyon, sinamahan lang namin. That’s just to circumvent what was provided by the law.

There are limitation but it’s not an excuse. Alam nyo sini-share ko sainyo para madagdagan ang pang-unawa nyo. Ang kailangan namin tulong ninnyo. Kung may reklamo kayo, baka may suggestion kayo. Kasi kung nagrereklamolang kayo at walang suggestion, it doesn’t help. It doesn’t help me, it doesn’t help the city, and if it doesn’t help the city kayo rin ang talo….pare-pareho tayong nakatira dito, di ba? Let us have a pure concern for Quezon City hindi lang para makapamintas kayo ng tao. Kasi kapag hinanapan naman natin ng kapintasan ang lahat may makikita tayo.

Rest assured, we are doing everything we can. That incident sa Henry’s Funeral is an eye opener. Can you imagine, 180 pataynakaluboglangsa formalin? I’m shocked! But it’s not an excuse. It’s good that we brought to our attention and now we’re acting on it. There’s no point pointing fingers at anyone. I will not say it’s not the BPLO’s fault or not the Mayor’s fault, or not the sanitary’s fault or not even the Civil Registry fault.

May naging problema, heto na. May pagkakataon tayong itama ito. Gawin nating daan yung Henry’s Funeral na ma-inspection ang lahat ng funeraria.

I cannot give you the exact number, pero yung mga maliliit an estimate of 120-130 funeral parlors. Pero meron nang nakitang listahan si Dra. Linga. It’s 10 or a little over 10 that we will particularly look into in the next few days sa area na ito.

Panawaganlang po sa taumbayan, you help us. Ang hinihingi namin pang-unawa at tulong. Huwag na saamin. Pagmamahal na lang nyo sa Quezon City. We all live here, kung maghahanap lang kayo ng diperensya, it doesn’t help us it doesn’t help me.#
