Operatives of the Philippine Drug Enforcement Agency (PDEA) conducted an entrapment operation in Isabela which yielded P208,000 worth of suspected methamphetamine hydrochloride, or shabu, on January 22, 2016.
PDEA Director General Undersecretary Arturo G. Cacdac, Jr. said that the illegal drug weighing approximately 80 grams was placed inside 11 pieces of heat-sealed plastic sachets. These were confiscated from suspect identified as Geoffrey Caibigan y Albano, alias Leo, 47 years old, a resident of Purok 7, Rosario, City of Santiago, Isabela.
At around11:00 in the evening, elements of PDEA Regional Office 2 (PDEA RO2) Special Enforcement Team under Director Derrick Arnold Carreon arrested Caibigan during a buy-bust operation along National Highway near a gasoline station in Rosemarie Reyes Street, District 1, Cauayan City, Isabela.
Caibigan’s cohort identified as a certain Toti Talavera, was able to elude arrest after sensing the presence of the operatives. He remains at large.
Caibigan and Talavera will be charged for violation of Section 5 (Sale of Dangerous Drugs) and Section 11 (Possession of Dangerous Drugs), Article II of Republic Act 9165, or The Comprehensive Dangerous Drugs Act of 2002 before the Office of the Provincial Prosecutor in Isabela.
