Combined operatives of the Philippine Drug Enforcement Agency (PDEA) and the Philippine National Police (PNP) arrested a suspected lady pusher and two others during anti-drug operations in Dumaguete and Cebu City on August 10 and 14, 2015.
PDEA Director General Undersecretary Arturo G. Cacdac, Jr. identified the suspects as Harlene Sabanal y Ramirez, alias Cacai, 35 years old, watch-listed drug personality in Dumaguete City, and a resident of Zone 4, Looc, Dumaguete City; Alfie Oyao y Gonzaga, alias Alfie Paro Taneo or Pahak, 32, single; and Jhoniel Canoy y Igot, 25; residents of Sitio Lawis, Pasil, Cebu City.
At around 6:00 in the evening, combined elements of PDEA Regional Office 7- Negros Oriental Provincial Office under the direct supervision of Director Jeffrey A. Bangsa, Negros Oriental Provincial Police Office-Special Operations Group conducted a buy-bust operation along Zone 4, Brgy. Looc, Dumaguete City that led in the arrest of Sabanal.
Confiscated from Sabanal were seven pieces of heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu, one plastic container used to store illegal drugs, two disposable lighters, cash amounting to P260 in various denominations and the buy-bust money used during the operation.
Sabanal was previously arrested in 2008 by the Dumaguete City Police Office for violation of RA 9165, however, she was acquitted by the court in 2011 due to technicalities in the custody and disposition of drug evidence.
Sabanal is now facing charges for violation of Section 5 (Sale of Dangerous Drugs), Section 11 (Possession of Dangerous Drugs), and Section 12 (Possession of Equipment and Other Paraphernalia for Dangerous Drugs), Article II of RA 9165 or The Comprehensive Dangerous Drugs Act of 2002.
Meanwhile, the same law enforcement unit of PDEA RO7 conducted a buy-bust operation against Oyao and Igot after they agreed to sell one heat-sealed transparent plastic sachet of shabu to a PDEA agent who acted as poseur-buyer that resulted in their arrest.
Seized from Oyao and Igot were one piece of heat-sealed transparent plastic sachet of suspected shabu, one P1, 000 buy-bust money and a Nokia cellular phone. Both suspects will be charged for violation of Section 5, in relation to Section 26 (Conspiracy to Sell Dangerous Drugs), Article II of RA 9165.
Simultaneously, the same team implemented a search warrant against Oyao that led to the neutralization of a drug den and confiscation of one piece of heat-sealed transparent plastic sachet of suspected shabu weighing approximately 10 grams, 24 aluminum tin foils, one rolled foil, three disposable lighters, four pieces of heat-sealed transparent plastic sachets with shabu residue, one rolled tissue paper and 11 ML Kwarta Padala receipts.
Additional cases will be filed against Oyao for violation of Sections 6 (Maintenance of a Drug Den), 11 and 12, Article II of RA 9165.
