PDEA, PNP DISMANTLES DRUG DEN IN NEGROS OCCIDENTAL

7 drug suspects arrested

Combined operatives of the Philippine Drug Enforcement Agency (PDEA) and the Philippine National Police dismantled a suspected drug den and arrested seven drug personalities during a buy-bust operation in San Carlos City, Negros Occidental on June 7,
2015.

The arrested suspects were identified as Analyn Manguin y Gooc, 35 years old; Hazel Gooc y Caballero, 26; Norwena Gooc y Caballero, 28; Rachel Onlagada y Biwang, 38; Pablito Bayot y Cantere, 30. The visitors of the drug den were identified as Feliciano Ricaborda y Secula, 30; and Norex Caballero y Lopez, 29. All suspects are residents of Phase 3, Block 4, San Juan Village, Rizal, San Carlos City, Negros Occidental.

PDEA Director General Undersecretary Arturo G. Cacdac, Jr. said that the house doubling as a drug den in Phase 3, Block 4, San Juan Village, Brgy. Rizal, San Carlos City, Negros Occidental is owned and maintained by the Gooc family.

Combined elements of PDEA Regional Office 6 (PDEA RO6) under Director  Paul D. Ledesma, and San Carlos City Police Station at Phase 3, Block 4, San Juan Village, Brgy. Rizal, San Carlos City, Negros Occidental conducted the operation which resulted in the arrest of the seven drug suspects after a PDEA agent who acted poseur-buyer was able to buy one piece of heat-sealed transparent plastic sachet of suspected shabu from the suspects.

Confiscated inside the house were 20 pieces of heat-sealed plastic sachets of shabu and the buy-bust money.

The Goocs will be charged for violation of Section 5 (Sale of Dangerous Drugs), Section 6 (Maintenance of a Drug Den), Section 11 (Possession of Dangerous Drugs), Article II, of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.

Manguin, Onlagada, Bayot, Caballero and Ricaborda will
face charges for violation of Section 7 (Employees, Visitor of a Drug
Den) and Section 11, Article II of RA 9165, will be filed against
them.

On June 9, 2015, at around 5:30 pm, the same law enforcement unit conducted a buy-bust operation along Zone 2, Brgy. Boulevard, Molo, Iloilo City that led to the arrest of Jessie Esporton y Olingco, alias Tayong, 32, of West Habog-habog, Iloilo City; Ernie Cias y David, 32, a resident of Zone 2, San Juan, Iloilo City; and Franken Garay y Falsis, 20, of Nazaret, Buenavista, Guimaras.

Esporton was able to sell one heat-sealed transparent plastic sachet of suspected shabu to a PDEA agent who acted as poseur-buyer. The operation also resulted in the arrest of two visitors who were inside Esporton’s residence doubling as drug den.

Seized from the suspects were three pieces of heat-sealed transparent plastic sachets of suspected shabu, one aluminum foil, four plastic straws, three pairs of scissors, two disposable lighters and the buy-bust money.

Esporton, Cias and Garay are temporarily detained at the PDEA RO6 detention cell.

Cases for violation of Sections 5, 6 and 11, Article II of RA 9165, are now being filed in court against Esporton. Cias and Garay will be charged for violation of Section 7. (Mr. Glenn J. Malapad, OIC, Public Information Office, PDEA)
