PAGTANGGAP NG BONUS NG MGA AUDITORS, IPINAGBABAWAL NG COA

PINAALALAHANAN ng Commission on Audit ang kanilang mga tauhan sa pagtatanggap ng ‘honorarium’, ‘allowance’, ‘bonus’ o anumang paraan ng dagdag kapakinabangan mula sa mga sangay ng pamahalaang kanilang sinisiyat upang mapanatili ang di pagkiling at katapatan sa Komisyon at kanilang katungkulan.

            Batay sa inilabas na Circular No. 2011-001 na ipinatupad noong Hulyo 5, 2011, isinasaad sa Republic Act No. 6758 na tinawag ding “Compensation and Position Classification Act of 1989”. Alinsunod dito isinasaad na: “its officials and employees are prohibited from receiving salaries, honoraria, bonuses, allowances or other emoluments from any government entity, local government unit, and government-owned and controlled corporations, and government institutions.”

            Nililinaw din sa COA Circular, batay sa Presidential Decree 1445 o tinaguriang “Government Auditing Code of the Philippines” ay obligado ang mga sinumang sinisiyat  na ahensya ng gobyerno na magkaloob ng sapat na tulong sa katipunan ng Auditor na itinalaga ng kanilang tanggapan.

Kinakailangang ang mga opisyal na tagasiyasat ay magkaroon ng maaayos na lugar na magsilbing upisina nila, lagakan ng ‘vouchers’ at papeles, pasilidad tulad ng telepono, ‘laptop’ o ‘computer’ nang hindi hihigit sa isa at klase ng modelo na ginagamit ng Tanggapang Sentral ng COA.

Sagot din ng sinisiyat ang anumang panggastos para sa pagpupulong, pagsasanay, pagbibiyahe o pagtungo sa ibang lugar na may kaugnayan sa pagsasakatuparan ng kanilang trabaho.

Subalit hindi sakop ng nasabing Circular ang pagbibigay ng “honoraria” sa mga may katungkulan at kawani ng COA sa anumang isinasagawang pagsasanay ng mga sinisiyasat. Cathy Cruz, PSciJourn Mega Manila
