MAY PANUKALANG CAMPUS SECURITY ORDINANCE SA QC

Habang nalalapit ang pasukan, kaligtasan at security precautions dapat ipatupad.

Sinabi ni Konsehal Raquel Malangen ng 4th district ng Quezon City, sa kanyang panukalang ordinansa, na dapat na magpatupad ng crime awareness and security sa mga paaralan o campus sa siyudad bago magsimula ang klase ngayong Hunyo.

Sinabi ni Malangen na ito ay bunsod na rin ng patuloy na pagtaas ng krimen sa loob ng mga campus sa nakalipas na ilang taon, na karaniwan ay kasangkot ang mga fraternity tulad ng frat wars, pagkamatay o pagkasugat ng miyembro ng magkalabang fraternity o ibang estudyante na hindi naman miyembro ng anumang grupo.

Dapat aniyang maimpormahan ang mga magulang at guardians sa naganap na krimen sa loob ng eskuwelahan at ang security policies and procedures ng naturang institusyon.

Sa ilalim ng panukalang “Campus Security Ordinance of 2010,” ang bawat eligible campus ay dapat magsimulang mangolekta ng impormasyon ukol sa campus crime statistics at security policies nito. Kailangan ding magprepara, mag-publish at magpamahagi nito sa lahat ng mga estudyante at empleyado.

Magsasagawa rin ng taunang security report na nagtataglay ng impormasyon ukol sa campus security policies at campus crime statistics ng institusyon sa mga estudyante, dormitory sa loob ng campus, programa na idinisenyo para maimpormahan ang estudyante at empleyado ukol sa prevention of crime (murder, rape, physical injury, theft, robbery and sexual harassment)  at statistics ukol sa bilang ng krimen sa pinakahuling school year.

Nakapaloob din sa panukalang ordinansa na  dapat kasama sa security report ang istatistika ukol sa bilang nga naarestong suspek sa krimen kabilang na ang mga nahuli sa kasong paglabag sa drug abuse, liquor law and illegal possession of deadly weapons.

Ang Tanggapan ng Mayor ang siyang magsasagawa ng rebyu sa report at statistics at mag-aatas sa Committee on Education ng City Council  na tukuyin ang campus na may epektibong security policies, procedures and practices sa pagbawas ng krimen.

Walang institusyon ang magbabawal na bigyan ng kopya ang biktima ng krimen o sa resulta ng disciplinary proceedings na isinagawa ng institution laban sa may sala. -30- Divine/ Maureen Quinones, PAISO
