IMINUNGKAHING PARUSAHAN ANG AYAW MAGPAARAL NG ANAK

 

MGA magulang na naninirahan sa Quezon City na hindi nagpapa-aral sa kanilang mga anak maaaring magmulta ng P5,000 at/o makulong ng isang taon.

 

Sa panukalang ordinansa na inihain ni Konsehal Ranulfo Ludovica, gagawing mandatoryo sa lahat ng magulang na taga- Quezon City na i- enroll ang kanilang mga anak sa elementary at high school upang masiguro ang kanilang kinabukasan.

 

Kabilang sa “magulang” ang guardian o kaanak na siyang nangangalaga sa bata o mga bata.

 

Ayon kay Ludovica, ang pagpapa-aral sa mga bata ay isang obligasyon ng magulang sa kanilang mga anak.

 

Sa ilalim ng Section 13 ng Republic Act 7610 o  “Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act,” na inamyendahan ng RA 9231, “no child shall be deprived of formal or non-formal education.”

 

Dahil libre naman ang pag-aaral sa mga public school, marami dito ay nakatayo at minementena sa bawat barangay para matugunan ang bilang ng mga mahihirap na estudyante ng siyudad, ay maaaring makapag-aral ang mga bata.

 

Sinabi pa ni Ludovica na kahit mga magulang na walang trabaho ay maaaring mapag-aral ang mga anak.

 

Upang matulungan ang mga residente, sinabi ni Ludovica na naglaan ang lokal na pamahalaan ng Quezon City ng iba’t ibang livelihood opportunities.

 

Kabilang na rito ang pagbibigay ng starting capital para sa business enterprise sa pamamagitan ng Sikap Buhay Entreprenuership and Cooperative Office; trainings at seminars ng Social Services and Development Department (SSDD); at iba pang uri ng trabaho na ini-aalok sa pamamagitan ng Public Employment and Services Office (PESO).

 

Nangangamba ang konsehal na ang pagpapabaya o pagtanggi ng mga magulang na mapag-aral ang anak ay mauwi hindi lamang sa pagtaas ng bilang ng out of school youth, kundi maging bukas din sila sa child abuse, exploitation, at diskriminasyon.

 

Dagdag ang kakulangan ng gabay mula sa magulang, sinabi pa ng konsehal na president ng QC Liga ng mga Barangay na madali pang ma-engganyo ang mga out-of-school youth sa droga, paggawa ng krimen, at child prostitution na posibleng mauwi sa mas malalang problema. -30- Divine/Maureen Quinones, PAISO
