QC HALL WON’T ALLOW GHOST EMPLOYEES, SAYS MAYOR

The electronic attendance (E-Attendance) system being implemented at Quezon City will soon also be used in checking and recording the actual daily time-in and time-out of regular employees and contractuals of Quezon City Council.

Quezon City Mayor Herbert M. Bautista has urged Vice Mayor Joy Belmonte to immediately  implement the E-Attendance system in all QC Hall offices of the city’s 26 councilors now that it is almost 100 percent in place in  all  executive departments/offices, task forces and units at the city hall.

The QC E-attendance system was recently launched, on orders of the Mayor, when city administrator Victor B. Endriga issued a memorandum requiring all executive departments and offices to start implementing the system this month.

Endriga said that the system was put in place in bid to give more quality time and service to the transacting public as well as to prevent waste of city funds through inaccurate monitoring of actual time the workers spent for services rendered. The system was one way of checking whether there are offices with ghost employees

Bautista has reiterated several times during regular executive staff meetings that E-Attendance must be implemented not only in the executive department but also in the legislative offices since all QC Hall offices under the executive department and the city council are part of the QC government.

The move, the Mayor believes, will also prevent issues such as ghost employees now being hurled against some councilors. Mayor Bautista has directed the City Personnel Office (CPO) to immediately check the veracity of the report about ghost employees in some offices of the councilors.

He revealed that Vice Mayor Belmonte is now implementing new policies and measures, including CPO-conducted picture -taking of employees, especially field workers, to ensure that no ghost employees are in the city’s payrolls.

“Vice Mayor Belmonte is doing all her best to address the issue of ghost employees within the legislative department. We in QC Hall are trying to put all things in proper perspective. We are now in the process of correcting things to assure the QC residents that their taxes paid are put into good and right use,” the mayor said. -30- Maureen Quinones, PAISO
