PGMA Kinilala Ang Mahalagang Papel ng Science and Technology

Ipinagdiwang ng Philippine Council for Industry and Energy Research and Development ng Department of Science and Technology (PCIERD-DOST) ang kanilang ika-28 anibersayo sa temang, “Taking the Extra Mile in Facing Global Climatic Challenges”. Bilang bahagi ng okasyon, naglunsad ang PCIERD ng forum hinggil sa “climate change”, “renewable energy” at “food security”.

Pangunahing panauhin sa nasabing okasyon si Pangulong GMA. Binigyang diin nito ang mga naging kontribusyon ng PCIERD sa bansa. Kasama sa mga nabanggit ay ang mga pagsasaliksik ng PCIERD sa enerhiya, tulad ng geothermal, solar at wind energy at maging sa climate change sa pangangasiwa ng PAGASA.

Ayon sa Pangulo, mahalaga ang papel na ginagampanan ng S&T sa pagsulong ng ekonomiya sa bansa. Dagdag pa rito, nabanggit ng Pangulo ang dalawang dahilan kung bakit siya dumalo sa pagtitipon— sentimental at strategic. Sentimal sa kadahilanang ang pangulo ay minsan nang nagserbisyo sa PCIERD Governing Council. Siya ang kinatawan ng DTI noong siya ay Undersecretary sa nasabing ahensya. Ang PCIERD Governing Council ang gumagawa ng mga polisiya sa pagpapatupad ng mga program para sa mga sector tulad ng industriya at enerhiya. Pangalawa, ay  upang i-highlight ang mga naging kontribusyon ng PCIERD sa pambansang kaunlaran, lalo na sa usaping “climate change”.

Sa usaping “climate change”, Tinalakay ni Dr. Nathaniel T. Servando, Deputy Director ng PAGASA ang “Weather Patterns”. Na kung saan ipinakita niya ang mga naging pagbabago sa klima ng bansa sa nagdaang dekada. Binigyang diin dito na sa pagtaas ng “maximum temperature” ng bansa ay tumaas din ang “minimum temperature”. Si Mr. Gregel Redublado, Department Manager ng National Power Corporation, ay nagsalita para sa Infrastructure (Dam) Preparedness. Bilang pangwakas, nagbigay ng impormasyon si Atty. Antonio La Viña, Dean, Ateneo School of Government sa mga naganap at napagusapan tungkol sa Copenhagen Convention.

Sinundan naman ito ng sesyon patungkol sa “Renewable Energy”, paksa ukol sa Energy Security ni Mr. Jesus T. Tamang, Director ng Energy Policy and Planning Bureau ng Department of Energy; at Renewable Energy/Alternative Fuels na paksa ni Atty. Marisa Cerezo, Assistant Director ng Renewable Energy Management Bureau, DOE.

Sa huling bahagi tinalakay ang Food Security. Kabilang sa paksang ito ang mga presentasyon ni Mr. Kazuyuki Tsurumi, Food and Agriculture Office ng United Nations Representative tungkol sa “Food Production and Access to Food” at “Emergency Food Aid: Responding to emergencies and building resilience as the climate changes” ni Mr. Stephen Anderson, Country Director and Representative, United Nations World Food Programme-Philippines.

Kasabay ng pagdiriwang ng ika-28 anibersaryo, binigyang parangal din ang mga nagsipagwagi sa 8th Regional S&T Fora and Competition para sa pambansang antas at 4th Industry and Energy R&D Consortia Competitions.

Nakamit ni Leilanie Suerte ng Southeastern Mindanao Mines and Geosciences Bureau Regional Office 6 ang unang gantimpala para sa kanyang “Magmatism and Hydrothermal System at the Kingking Porphyry Copper Deposit: An Insight into the Mineralization of the Copper-Gold Belt”. Nakuha naman ng “First and Second Generation Bioethanol Production from Sweet Sorghum Using Locally Isolated Micro-organisms” ni  Prima Fe R. Franco ng Mariano Marcos State University (MMSU) at ng “Development and Commercialization of Locally Designed Moisture Meter” ni Marina A. Alipon ng Forest Products Research and Development Institute o FPRDI ang ikalawang at ikatlong gantimpala, ayon sa pagkakasunod. Ang premyo sa paligsahan ay nagkakahalaga ng P300,000, 250,000 and P200,000 para sa una, ikalawa at ikatlong gantimpala.

Nakamit naman ng Ilocos Consortium for Industry and Energy Research and Development o ICIERD ang unang gantimpala para sa Consortia Competition. Ang Cordillera Industry and Energy Research and Development Consortium o CIERDEC naman ang nagtamo ng ikalawang premyo samatalang ang ikatlo ay nakuha ng Eastern Visayas Consortium for Industry and energy Research and Development (EVCIERD). Ang PCIERD R&D Consortia ay ang grupong na nagpapatupad ng mga programang R&D sa ilalim ng PCIERD, tulad ng  komersyalisasyon,  “transfer of technologies”, at sharing of resources – human, equipment, processes or materials. Ang premyo sa naturang kumpetisyon ay nagkakahalaga ng P200,000, P150,000 at P100,000 para sa 1st, 2nd, at 3rd place. (Arjay Escondo)
